Think I have been scammed, please help?

Thought I'd sign up here and ask the public as I have researched it online and cannot find the information I need to help me. I purchased an AFL shirt from an Australian store online (couldn't find any in U.K), didn't state it was out of stock on the site then after I had paid around �60 I recieved an email over a week later from someone from the store claiming they don't have the item I ordered in stock, I asked for a refund but haven't heard anything back in 2 weeks, is there someone I can report this to? Help greatly appreciated, thanks
