Im from Leedsand my neighbours keep throwing their rubbish in my garden, we dont have evidence but its obvious?

What steps can i take to make sure they get what they deserve. Talking to them will be no use so who can i contact about it? The rubbish could easily attract rats and ive already tried to contact Leeds City Council but havent had a reply for 5 days. Thanks in advance!
